    Those in power, those responsible и т.д. какое правило?

    Those in power, those responsible и т.д.
    Часто встречаю и понимаю что означает. Но не могу понять правило по которому слова так образовываются. А раз так, то сам никогда так по-английски не скажу. (Если честно, это меня поправили после того как я сказал people in power и responsible people)

    Есть в каком-нибудть учебнике такое правило и как оно называется?

    It means the same as:

    "Те, кто у власти"
    "те, кто виноват"

    Something like that.

    Those (people who are) in power. Those (people who are) responsible.

    "People in power" is alright, but "those in power" seems to be better English.

    Дело в том, что я обычно говорю просто "виновные" или "виноватые" и т.п., а в случае "those in power" я говорю "власть", "верхи". К тому же, я редко встречаю конструкции:

    Those (people who are) in power. Those (people who are) responsible.

    Гораздо чаще "the people... ", чем "those people...".
