    Please explain it

2 sentences from "The Simpsons" (http://www.snpp.com/episodes/DABF06):

Marge: That car's as big as all outdoors.
Homer: Wow, what kind of mileage does it get?
    Ranier: One highway, zero city.
    Marge: [impressed] Ooooh.
    Ranier: Mmm-hm.

Skinner: How come you always run out of tardy slips before
you run out of permission slips?

    Jimbo: How come you suck?
    Skinner: Uh, I lack confidence?

    Ranier: One highway, zero city.
One mile per gallon of petrol while driving on open highways. Zero miles per gallon of petrol while driving in city streets.

I don't know anything about the other one.

Milage refers to the car's efficency -- how many miles you may drive per gallon of gas (mpg). Manufacturers will often give the consumer two different milage figures, one for driving on the highway and one for driving in the city (the city milage is always lower, since you have to stop for pedestrians, traffic lights, etc.). The joke here is that this car is so big and inefficient that it get's horrible milage (you should get like 15-30 mpg depending on what you drive; as a point of reference, in reality, I think they claimed that Abrams tanks got 1 mpg).

Tardy slips = excuse for being late to class
Permission slips = forms signed by parents so that their children may do something at school (join a sports team, go on a field trip, etc.)
Jimbo is a punk, so he only needs the tardy slips (for being late).
Заранее благодарю всех за исправление ошибок в моём русском.
