I think we have a legal way to do this. I am foreigner. If I buy any thing in Sweden I can return VAT when leave Sweden. May be you should not take a VAT from me? Could you tell with your accountant about this, please? It is important for me because VAT is 25%.

I think that Seagull means, that Sweden VAT should be refunded to him if he leaves the country (the money Seagull has paid as VAT should be given back to him). Hence the phrase: "Может быть, вам и не следует брать с меня НДС?". Why take something away only to give it back later? :)

Maybe it's "hollow" (полый), not "dry"?

BTW: You can't always reclaim VAT on something you buy in Sweden. If the law is the same as in Norway, which it might very well be, you can reclaim the VAT only on certain items (from participating stores). Books in general, for example, you can't. Anything below a certain price is also non-refundable. So, whatever you plan to buy, you still may need to pay VAT for.
