This is short for "No time to chill out"
"to chill out" is slang for "to relax"
I agree with kwatts.
It means no time to relax.
Chill or chill out can mean relax or calm down. If one of my children get really hyper or upset sometimes I will give them an order "Chill".
It really isn't used very often anymore and is sort of dated.
!unless the continuation was "... the beer", as in
"no time to chill the beer", then it means there is no time to cool down the object in question, being beer. :wink:
