    Hallo Good Sir

In a HOUSE M.D. episode there was a phrase 'Hallo Good Sir' as way of addressing; it was said by a guy in a Civil War soldier reenactment uniform. Is it some old-fashioned way of addressing? Or it's just a funny way of addressing? Does that make a guy in a Civil War soldier uniform sound and look more natural?

It's an old fashioned greeting, but people use it nowadays as a way of affecting humour, friendliness or cheerfulness. It's the sort of thing a school teacher might say to a particularly surly student when trying to engage him in friendly conversation.
