'At Emmanuel there is even a tunnel under one of the main city roads that link the college courts together.'
What does 'that link the college courts together' deal with? With a tunnel or the main city roads?

Thanks for correcting me.
Grammatically it seems to refer to the roads because there is no third person singular s, but I think it should be there to make it refer to the tunnel which links the courts. Sounds more sensible to me.
