The first thought, which popped in my head when I met the expression (fast friend), was, 'Wow... It's about Estonian' :) Is this expression in use now? Do you have the same double meaning feelings of the expression?

This expression is still used but not in everyday conversation in America. It means a true, loyal friend. No double meanings.
I've never heard "fast friend" before. If I heard it I'd think it'd be a friend who might pull a fast one on you. :D
I think it is a pre 1960's term. I've read it in literature. But for the real story maybe somebody will do a web search (sorry, I'm too lazy today)
That's "fast" as in "Lasting/ Permanent/ Fixed in place", rather than a synonym of "Quick".
