I think it means - on the other hand things have gotten better - then they list why.

It basically balances a previously-mentioned theoretical risk by explaining why the outcome predicted by that theoretical risk differs from the actual, observable outcome.

I think that this type of speaking or writing is "pompous psycho-babbel".
