Telecast about Vasya at AAA? или Telecast about Vasya by AAA?

Telecast about Vasya by AAA seems to be the appropriate one here. Same construction as say "a book by Pushkin" or "a tv special by Steven Speilberg".

Do you say "Channel ABC". or "Channel HBO".

No, you just say ABC or HBO. You use Channel if it's just a number.

E.g. A programme about Vasya on channel 3.
I'd say

An AAA programme about Vasya.

If it is assumed AAA is unfamiliar you can clarify with

A programme about Vasya from the TV channel AAA.

I'd say "from". Yes something is ON a channel, but the original Russian uses the genitive which is talking about who it is BY, not what station it is On.
