Frankly, it is not a separate stress mark above the letter. It is one symbol (don't know from what language). If you want to write in this board special symbols which don't exist on a keyboard you need to specify them by their four-digit code. You write &# then needed code, then a semicolon. For example:

BTW "rules" as an adjective can be used not only as "рульный", but also as "рулезный".
