Это синонимы, смысл практически один.
Застенчивый is more common in conversations. Робкий is often used in proverbs and sayings.Quote:

Why do you use the word 'blin' so often, Dogboy? Doesn't it mean 'pancake'?
Blin - IS a pancake indeed. But in this case it's a kinda "linking" word meaning something like "damn, dang it, sh-t,f--k"
