They were a special force of traitors who submitted themselves to the fascist doctrine out of the sense of fear or whatever, that doesn't matter. What matters is that they were bunched up into regiments and then they were used to execute entire villages if there was a slightest suspicion that the villagers were collabarating with partisans. In other words they were Russian traitors murdering and slaughtering Russian ordinary people.
