St.Peterburg was founded by Russian Czar Peter I in 1703. It was never "occupied", it was Russian from birth. As for land where it was built, this land can be named finnish or estonian, but it was controlled by Russian state since 10 century.

It is one of the only two cities in Europe (the other is London) to never have been captured.

Or rather Teutonic, who wanted to claim it, or Swedish. I think that Finns or Estonians were never considered by them to be a nation worth having something at all...

London and SPB have never been captured, as well as all Russian cities situated further to the east from Moscow, but still in Europe. :)
