Suppose I have a PM. I hit "quote" then "submit." I get something like "message sent" but then I look at my outbox and the message is sitting there. Was it sent? There's no way to send it from the outbox that I can see.

Yes it's sent but not read yet. It stays in the Outbox until it is read by the recipient. Once read, it moves to the Sent box.
If you remove it from the Outbox before it's read then it will also be removed from the recipient's Inbox.
