I think that here should be a Chatroom? is that correct scentence?

I believe there already has been such an initiative once. Didn't catch on. But, at that time, there were far less regular posters than now. Still, the different time zones and people's work/study might make it difficult for a masterrussian chatroom to fill up.

I would say "I think that there should be a chatroom here."

Also, I would go to the chatroom, as I have no work and no life, so time would not be my problem.
