First, I really don't understand: if there is really a court order for Abramovich, why Berezovsky must pass it personally? Aren't there special government officials to perform such kind of tasks? ;)

Just an archaic bit of legal nonsense from the past that clings on in certain specific circumstances for a variety of arcane reasons.

In English law, when it's a lawsuit between individuals or private companies, it is up to the person suing to show that they have been granted jurisdiction over the person being sued. The case has nothing to do with the state so the state plays no part in the serving of process.
