In Russian, there is the general principle that we use adjectives to modify nouns, and we use adverbs to modify verbs or other adjectives.

Actually it is a definition of term "adverb", so it is true for any language that has adverbs.

The point is that some words can be omitted but impiied.

Think about it as:
"Звучит странным."
"Выглядит отвратительным."
