The [v] sound does not make the previous consonant voiced. It’s like [m], [n], [l], [r] despite it has an unvoiced pair. It’s the exception.

Насколько я понимаю, это связано с тем, что в древнерусском не было [f], и [f] - [v] не работала как пара щелевых звуков.
[v] был скорее не [v], а сонорный [w].
