Maybe better to explain this rule that way: than Russians pronounced "не ..." they may mixed up this with "ни ...", and than sense way be lost. Becouse of this, in sentences (or/and in some words... im not sure) "не" stressed, but "ни" not stressed.
Examples:
"Никогда' !" - "Не'когда!"
"Ни за что' !" - "Не' за что!"
"Ни о чё'м " - "Не' о чем"
etc
