    Not quite right.
    The second Е is after a vowel. Therefore, it is pronounced with an inherent consonant [j] (like English Y in "yes"), nevermind is it stressed or not. Namely, it is [je] when stressed and something between [je] and [ji] when unstressed.

    So, the English transliteration should be VYE-yer or VYE-yir.

    More precisely, the first Е being after a consonant does not have the inherent [j], it just softens (palatalizes) the consonant before: веер [V'E-jir].

    But don't forget about the inherent consonant in the second Е pronunciation.

    gotta be veyer, even though the letter e is called ye in the alphabet when it follows a consonant it's pronounced in pretty much the same way as the neglish e, except that it makes the preceding consonant "soft", if you say smyert rather than smert everyone will know you're either a foreigner or impresonating one.
