It's all down to the loyalty of the officers. No one is interested in what the soldiers might say.
He's got a regular army, but what he does now is more like a total mobilization. He's not arming soldiers, he's arming ordinary folk. If Medvedev did that... well, he wouldn't do that, of course, for obvious reasons.
