Zhirinovsky does not seem very serious, exactly what some people on the forum has been saying.
It's not really clear what he is even suggesting.. That the non-ethnic Russians in the Russian Federation should be forced to speak Russian?
His points seem contradictory.

I don't know anything about his politics, his vision for Russia etc. But I know that he is considered among the main opposition candidates. By making such statements, he is LOSING the support of a lot of potential voters, but not winning a lot of new support I imagine, because nobody can seriously believe that it is possible to implement such a law.

If Russia really wanted to make them speak Russian, then the way to do it would be to just start it in the school and in contacts with the authorities and for higher education. Then Russian would gradually start creeping into peoples lives. I don't understand why Zhirinovsky thinks this is an important matter.
The people there CAN speak Russian, can't they? They just don't use it between themselves.
