I think when you speak "milice", in the most of countries, exept for Russia this word could have an assoсiation more with "military" than with "police". As we know military state is an agressive type of state, it sounds scary, and can give a wrong image of Russia.
But it is nessesary to change the content not the headline.

Поэтому милицию надо вернуть, но переводить на английский язык как "police".
По-русски "милиция" на слух больше напоминает миллиметр, чем что-то связанное с войной.

It sounds as "Militia" which has pretty opposite meaning in English
