Been watching the film 'Возвращение', trying to work out what's being said, but mostly resorting to some subtitles I found somewhere online...

At 2.13, a kid says (offscreen):-
Чё там зависли-то?
'Something is stuck there?' Maybe he's saying 'what's the hold up?'
Is that what this means?

Yeah, "what's the hold up?" that is. Зависнуть is colloquial. When a computer freezes, we use зависнуть for example. A more literal meaning would be to hover, like a helicopter.

About computer both 'висит' & 'завис' can be said. I saw many times how native speakers had said 'hangs' instead of 'freezes', so we have a close correspondence here.
