Чтo: pronoun and conjunction

Two commentaries abt Чтo:
1) I see it among conjunctions (union / link words), even in cases where it is clearly a relative pronoun. For example: Я не понимаю то, что ты говоришь. For me it is clearly a pronoun: I don't understand that, what you say. Different case is: Я знаю, что ты прийдешь, obviously a conjunction.
2) Even used in cases where clearly it is a conjunction I see it suppresed sometimes. For example: Я знаю, (что) ты прийдешь

As for the first question it seems being in "no man's land" in this dichotomy and it is perhaps only matter of words; for the second question surely will be some rules. Won't they?

Are there any rules about omission of Что in sentences like : "Я знаю (что), ты говоришь по-немецки" ?

it's better to use "придешь" (not "прийдешь").

As far as I know, it is always required, you should never omit it.

"Я знаю, что ты придешь" is correct.

"Я знаю, ты придешь" is a grammatically incomplete sentence.

However, were you to punctuate that sentence with a period instead of a comma, you'd get two grammatically correct sentences that would sound exactly the same as your example (though it wouldn't mean exactly the same thing or be suitable in the same context):

"Я знаю. ты придешь"

I do not know grammar rules, so I may be mistaken.

Что with logical stress (equivalent to English "what") is never omitted.
Я знаю, что вы делали прошлым летом.

If что is the coordinating conjunction (English "that"), it depends on the information in the coordinared sentence. If it is new and/or significant, the conjuncion is not omitted.
