    Well, theoretically, I can imagine a situation where this phrase will sound ok.

    Он дошел...
    I'd said this one is incorrect but again, theoretically I can imagine a situation where this too will sound ok.

    All of A), B) and C) are perfectly correct answers.

    They are not all perfectly correct. They may be correct with some additional condition or in some context. For example "заходил" is normal when it's obvious from context that it was a repetetive action ("Он несколько раз заходил к сестре...").
    But all things being equal, the simplest solution tends to be the best one. Variant A is the simplest, correct by default and corresponds more to the structure of the sentence.

    I think then that заходил fits better here, because seeing the sister is quite often a repetitive action, the fact that the father didn't like it hints that there were at least several such events. To me the simplest is заходил not зашел because it wouldn't have been obvious why the father didn't like it.

    The question is ok, the answers are ambiguous. A) and C) are possible. I still believe answer A) is the best (keeping in mind the way tests are usually composed).

    Grammatically, the answers A), B) and C) can fit this question.
    Obviously you are required to pick only one answer.

    Well, if the person we speak about visited his sister periodically, even though his father didn't approve the answer would be C).
    If he has done it only once then the answer is A)
    If, on the contrary, the sister came to visit her relatives and the father didn't let her in for some reason, her brother could go outside to see her nevertheless then the answer is B)
    Imagine the situation when a father and a son walk down the street and the brother sees the sister while their father demonstratively ignores her, the answer could be D).
    The only answer that absolutely doesn't fit there is E).

    I'd say too, that A) and C) are absolutely ok here.
    In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    Не обязательно периодически. Например - "Он заходил ко мне сегодня утром".
