I think then that заходил fits better here, because seeing the sister is quite often a repetitive action, the fact that the father didn't like it hints that there were at least several such events. Well, if the person we speak about visited his sister periodically, even though his father didn't approve the answer would be C).
If he has done it only once then the answer is A)
If, on the contrary, the sister came to visit her relatives and the father didn't let her in for some reason, her brother could go outside to see her nevertheless then the answer is B)
Imagine the situation when a father and a son walk down the street and the brother sees the sister while their father demonstratively ignores her, the answer could be D).
The only answer that absolutely doesn't fit there is E).
