    I forgot to ask one more question. Is "было" omitted because the sentence is a headline? So in headlines you omit verbs like "быть"?

    If it wasn't a headline the sentence would be -> В связи с попыткой срыва концерта XXX было возбуждено дело. Am I right?

    Imho, in Russian, there is no special grammar for headlines as is it in English. Yes, headlines tend to be short, but not at the expense of omitting the auxiliary words. Russian headlines usually sound as normal phrases.
    Please correct my English
