    созданы по проектам

    Privet.
    Today I found the expression:
"Улицы и площади города созданы по проектам великих архитекторов"
    I understood the meaning.
But I face some difficulty understanding the strucuture. I cannot understand what is "созданы".
It functions as an adjective but it does not look to an adjective. Obviously it derives from the verb создать.
As I foreigner I would use passive voice (if I knew) and the expression would look like:
"Улицы и площади города создались by word-famous architectures".

создались is not the Passive Voice, it's the Active Voice

    созданы is the Passive Voice.

Созданы is (страдательной причастие) the past particle that corresponds to the English past particle - "created"

Улицы созданы - The streets are created
Улицы были созданы - The streets were created
Улицы будут созданы - The streets will be created

I do not claim that my opinion is absolutely true.
If you've spotted any mistake in my English, please, correct it. I want to be aware of any mistakes to efficiently eliminate them before they become a habit.

There are any rules of how I can create these forms from the verbs or I just need to memorize.

I found them. The most difficult is to understand when to use:
    создаю́щий
    создава́вший
    со́зданный
    созда́вший
    созда́вши

I would't do all of those forms at once. It can be a can of worms (right, I get it if some people say it's easy - yeah, it is - but it can still be a confusing affair if you do it all at once). If you wanna do passive (создан...), go for it. But do not try to go for the other stuff too.

I think the OP is confused by the many ways of expressing passive:
Дома строятся. - The houses are being built. (incomplete...not finished)
Дома построены. - The houses were built. (it's complete...finished action)

Right, it's not the "sexiest" example out there. However, you shouldn't confuse reflexive verbs with those forms.

Anyway, I hope the example "kinda" helps.

создающий ~present active participle 'the one who is creating': this can be substituted by a который clause.
    создавая ~ while creating ...
создавший ~ past active participle, 'the one who created', который clause possible instead
создавши ~ having created... [example: Премудрый Бог, создавши человека Сказал: "Нехорошо быть одному"] can find examples online.

созданный - adjective attached to the thing created: создан /а/о/ы short forms.

"Создавши" is an old fashioned word, that's why you used example from a religious book. Now you should use "создав" instead.

    Цукерберг стал миллиардером, создав "Facebook".
Генерал начал наступление, создав трудности противнику.

Note that "созданы" is a short form participle. Adjectives and participles take short form only when used as a predicate.
"Россия для русских" - это неправильно. Остальные-то чем лучше?
