"причём" означает in addition to that, moreover, including, etc

причём is used to relate an already mentioned object or situation to a concominant circumstance or another situation.

as you may have noticed, the correct translation of причём in many cases is simply ";" (a semicolon), with the second clause relating to the previous one.
They spent 100 million rubles on the hospital; 50 million of that went to the surgery wing.
