I highlighted in red the stuff which is implied but not voiced out as it sounds redundant.
Of course you can turn any of the sentences inside out like "Мы должны вымыть руки прежде чем садиться за стол."

And your saying, that one about the rabid dog, it has a fixed form here: "Для бешеной собаки 100 верст не крюк" (word order).
Oterwise it sounds slightly "off", probably like "Apple never drops far from the tree", when your brain automatically corrects whatever runs off the template you've been hearing through all your life, be it the word order or the verb (drop/fall).
