Hi!

I am not quite sure whether I understand по preposition whenever I read sentences where it is used.

Прогноз погоды по Украине. Maybe in Ukraine? Or (all) over/(all) around the Ukraine?
План Путина стал официальным документом по Украине. Maybe about/concerning? Or because of?
Участники контактной группы по Украине. (This sentence is under a picture of three people) Maybe in?
ОБСЕ опубликовала минский протокол по Украине. Maybe about/concerning?

по here means 'concerning, related to, on the subject of'.

I mean in ALL the sentences you used.
In all of them this prepos. is used in this specific meaning (related to, concerning).

But it has many meanings. This particular meaning is one of them.

The traditional meaning of "по" is about something happening "on the surface":
Давай покатаемся по городу
По ногам как по асфальту
Я научу вас ориентироваться по карте
Муха ползла по стеклу

But yes, "related to" is also an important meaning:
Чемпионат по футболу
Тоска по Родине
Экзамен по химии
Комиссия по этике
Дежурный по классу
....

Just to add an additional example that is translated as about:
Кроме идеи по нашему заводу есть еще одна и тоже очень интересная идея для развития.
