It's spelled Павлу because it's in the dative case:

"There were more and more books on the shelf which was beautifully made for Pavel by his carpenter-friend."

I don't know. Probably, there is some rule, that expalines why the "e" is omitted. It's a rather common thing (костер - костру, бобер - бобру, etc.)

In old Russian there were some letters Small or Big Yer in such places.

In these words in "strong" position it changed to Е (or О). In "weak" position it disappear.
