The idea that a child without supervision ("без присмотра") might literally lose an eye ("терять глаза") is certainly familiar to English speakers -- я надаюсь, что все изучающие английский уже знакомы с х/ф "A Christmas Story" -- это наша пиндостанская версия "Иронии судьбы".

The article gives examples of both German and English translators who weren't sure whether to interpret глаз concretely, or in the figurative sense of присмотр.

Absolutely not.
I just didn’t think about it. It’s not common in contemporary language to use без глаза for ‘without supervision’. But the language of proverbs and sayings usually differs from one we usually use. Now I get it. Thank you, Throbert!
