неужели as non interjection

I have seen everywhere, and it is like this in the dictionaries, неужели as an exclamation. Неужели это так? Can it be like this ? (!) but I find it in a non exclamative expresion:
A deep athmosferical depresion is on the zone, по этому неужели зимно в этом регионе продолжается довольный сильный снегопад. ...because of this, it is possible that a rather strong snow-fall keeps the winter in this region.
Is it also admited this use of неужели? Thank you.

Could you provide the full and correct citation? Your sentence does not sound Russian. "зимно" is not a Russian word either.

...поэтому зима в этом регионе (области, районе) может затянуться из-за сильного снегопада.
"It is possible" means a mere possibility, nothing more. It shouldn't be translated as неужели.
Though if it were "is it possible?" it could be translated as "возможно ли?", "неужели?" or "разве?".

Неужели and разве can be used as conjunctions. In English they can be translated like "could it be that..."

As Helenej has pointed, регионе must be районе. For the rest, I took зимно wrongly as an adverb from an adjective тёплый -> тепло; зимнмй -> зимно.

Да вот что-то не приходит в голову, где "неужели" служит союзом.

Если взять вот такое предложение: "Я спросил его, неужели он и вправду так думает", то я не ощущаю, что "неужели" здесь союз. Я легко это могу конвертировать в прямую речь:
Я спросил его: "Неужели ты и вправду так думаешь?",
то есть тут "неужели" целиком относится к косвеной речи, и оно не служит для связи частей предложения.

Других примеров не могу подобрать.
