I have met "не стоит" quite many times where the translation "it is not worth ..." does not seem fit. I checked out some dictionary but could not find an explanation for such use.
So actually what does this phrase in such contexts mean?

Yes, it's another usage of "не стоит" = should not
Не стоит напоминать, что те, кто не сдаст экзамен, будут отчислены из университета.

Не стоит думать об этом = One needn't/shouldn't think about it.
modal sense depends on context.
