I just looked this up in Lingvo, and as an example it gives:
"ему минуло тридцать лет — he has turned thirty"
Based on BlackMage's translation, I would say that he IS thirty -- not TURNED thirty. That is, he could be 30 year and 6 days or 6 months or whatever -- it's his age; not "turned," which would suggest that today was his birthday. I know that you can simply say ему 30 лет. Anyone care to clarify?

He turned 20 makes sense to me.

It depends on the context. Минуло is generally translated as has/have passed/gone. For example,
минуло двадцать лет с тех пор, как он застрял в яме
Twenty years has passed since he got stuck in a hole.
As for age, I think that минуло can be translated as 'turned' but I myself say this pretty rarely.
