    "ЛИ" vs "ЕСЛИ"

    Привет. Сегодня хочу задать один трудный вопрос.
    Какая разница между структурой "если" и структурой "ли"
    В уроке сегондя я написал: "Еще я не решил, если люди с разными характеры иметь общее будещее" = Yet I didn't decide, whether/if people with different character (can) have a common future.
    Моя учительница меня поправила: "Еще я не решил, могут ли люди с разными характеры иметь общее будущее".
    Не понимаю структуру "ли"? Почему нe могу использовать "если"?

    Потому что это же не условное придаточное, а косвенный вопрос. Ли - whether, if (=whether); если - if which cannot be replaced by whether.

    Если is a conjunction word which expresses conditions. It is used in compound sentences to specify the fact that clause A is true only if clause B is true.
    It can be used either in the first clause or in the second clause:

    1) Если [Clause B], (то) [Clause A]. Where то (then) is optional: Если ты мне поможешь, то и я тебе помогу. = If you help me, then I will help you too.
    As I mentioned, то can be omitted: Если ты мне поможешь, и я тебе помогу. Or better: Если ты мне поможешь, я тоже тебе помогу.
    2) [Clause A], если [Clause B]. The meaning is exactly the same: Я тебе помогу, если ты мне поможешь. = I will help you if you help me.

    Either of the structures (1 or 2) means the following: the fact stated in Clause A is true only if the fact stated in Clause B is true. Other words, Clause B is the necessary condition for Clause A to be true.

    Other examples with "если":
    Если ты не будешь работать, (то) я тебе не заплачу. = Я тебе не заплачу, если ты не будешь работать. (I will not pay you if you do not work).
    Если будет дождь, (то) мы останемся дома. = Мы останемся дома, если будет дождь. (We will stay at home if it rains).
    Если ты хочешь отдохнуть, (то) пойдём со мной в парк. = Пойдём со мной в парк, если ты хочешь отдохнуть. (Let's go to the park with me if you want to have a rest).
    Если ты знаешь русский язык, (то) прочитай эту книгу. = Прочитай эту книгу, если ты знаешь русский язык. (Read this book if you know Russian).
    Если на тело действует сила, (то) оно движется с ускорением. = Тело движется с ускорением, если на него действует сила. (A body moves with acceleration if a force acts on it) - a physical law.

    Please note that in most of cases it is logically possible to add "только" (only) before "если" (if). Try to apply "only if" to all the examples above, and you will see what I mean.

    Ли is a particle which marks an indirect question. It can NEVER start a sentence: "ли" is placed AFTER a word to which it is related (usually a verb, but not only a verb), and it is pronounced as a single word with the word it follows. It does not have a separate stress, and no pause is possible. E.g., "знает ли", "хочет ли", "приедет ли" are all pronounced as single words.

    Usage:

    1) [Clause A], ... ли ... .
    Clause A usually contains verbs like "to know", "to ask", "to say", "to understand" etc. which express an indirect speech, or a question, or someone's thought (knowledge, understanding, decisions etc.).

    Examples:

    Я спросил его, пойдёт ли он со мной. - I asked him whether (if) he would go with me.
    Я не знаю, будет ли завтра дождь. - I do not know whether (if) it will rain tomorrow.
    Я не понимаю, должен ли я начинать работу. - I do not understand whether (if) I should start the work.
    Я ещё не решил, поеду ли я в Москву. - I have not decided yet whether (if) I will go to Moscow.
    Эта стрелка показывает, закончилось ли время. - This arrow shows whether (if) the time has finished.

    This particle can be placed after any word to which it relates. But it never starts a sentence or a clause.
    Compare:
    Я спросил его, поедет ли Иван с моим другом в Москву. - I asked him if Ivan would go with my friend to Moscow. (Ivan will go? or Ivan will not go?)
    Я спросил его, Иван ли поедет с моим другом в Москву. - I asked him if it is Ivan who will go with my friend to Moscow. (Ivan will go? or Someone else will go?)
    Я спросил его, с моим ли другом Иван поедет в Москву. - I asked him if Ivan would go with my friend to Moscow. (Ivan will go with MY friend? or Ivan will go with (e.g.) HIS friend?)
    Я спросил его, с моим другом ли Иван поедет в Москву. - I asked him if Ivan would go with my friend to Moscow. (Ivan will go with MY FRIEND? or Ivan will go with (e.g.) MY BROTHER?)
    Я спросил его, в Москву ли поедет Иван с моим другом. - I asked him if Ivan would go with my friend to Moscow. (Ivan will go to Moscow? or Ivan will go to (e.g.) St Petersburg?)

    2) ... ли ... ?
    In this case, "ли" just helps to form a question (to emphasize the questionable word). And it can easily be skipped.

    Не хотите ли чаю? = Не хотите чаю? (Would you like some tea?)
    Умеете ли вы говорить по-русски? = Вы умеете говорить по-русски? (Are you able to speak Russian?)
    Звонили ли вы ему вчера? = Вы ему звонили вчера? (Did you call him yesterday?)

    Note, that this usage (2) is not common in colloquial speech, however. Questions with "ли" are more common in questionnaire forms, and they sound too "artificial" if being asked in a daily conversation.

    Finally, let's check your example:

    Yet I didn't decide, whether/if people with different character (can) have a common future.

    It is not a conditional sentence.
    Try rephrasing it as an "if-then" condition:

    If people with different character (can) have a common future, then yet I didn't decide.

    Does it make any sence? I believe not

    "people with different character (can) have a common future" is not a necessary condition for "Yet I didn't decide" to be true. So, they cannot be joined using "если".

    And below is an example where "если" and "ли" are contrasted, to illustrate how it can affect the meaning:

    Я спрошу его, поедет ли он в Москву. - I will ask him if he goes to Moscow. = I will ask him: "Will you go to Moscow?". This sentence explains WHAT I will ask him.
    Я спрошу его, если он поедет в Москву. - I will ask him if he goes to Moscow. = If he goes to Moscow, then I will ask him (something, I do not mention what). Otherwise, if he does not go to Moscow, I will not ask him. This sentence explains a condition WHEN I will ask him.

    «Ли» uprising to «или» (“or”). Usually it used to designate some doubt in “yes/no” question.

    1. Зачем нужна частица "ли"?
    What do we need the particle ли for?

    Частица "ли" нужна нам, чтобы обозначить косвенный вопрос.
    The particle ли is used to mark an indirect question.

    Например,
    For example,

    Он спросил, будет ли завтра гроза.
    He asked IF there´d be a storm tomorrow.


    Она поинтересовалась, быстро ли он читает.
    She was interested if she could read fast.



    2. Когда мы используем частицу "ли"?
    When do we use it?

    Мы используем частицу "ли", когда у нас есть косвенный вопрос без вопросительного слова.
    We use it when we have an indirect question without a question word.

    Сравните:
    Compare:

    Нам любопытно, были ЛИ Вы в Риме.
    We´re curious IF you´ve been to Rome.

    Нам любопытно, КОГДА Вы были в Риме.
    We´re curious WHEN you were in Rome.


    3. Где стоит "ли" в косвенном вопросе?
    Where do we put it in an indirect question?

    Есть несколько ситуаций:
    There´re different situations:

    3.1 Частица "ли" во фразах с одним глаголом
    Ли in one-verb sentences

    Она спросила, читает ли он романы.
    She asked if he read novels.


    General sentence, VERB ЛИ SUBJECT OTHER INFORMATION

    3.2 Частица "ли" во фразах с конструкциями с инфинитивом
    Ли in sentences in infinitive constructions

    Он спросил, будешь ли ты обедать.
    He asked if you were going to eat.

    Ты спросил, должен ли я покупать лодку.
    You asked me if I has to buy a boat.



    General sentence, FIRST ELEMENT ЛИ SUBJECT INFINITIVE SECOND ELEMENT AND OTHER INFORMATION.


    3.3 Частица ли во фразах с наречиями и прилагательными
    Ли in sentences with adverbs and adjectives

    Они поинтересовались, быстро ли он бегает.
    They asked if he could run fast.



    General sentence, ADVERB ЛИ SUBJECT VERB

    Он спросил, новый ли у них компьютер.
    He asked if they had a new computer.



    General sentence, ADJECTIVE ЛИ SUBJECT OTHER INFORMATION


    3.4 Частица "ли" во фразах с "или"
    Ли in или-sentences

    Она спросила, хочет он поехать на пляж или нет.
    She asked if he wanted to go to the beach or not.



    General sentence, VERB SUBJECT ИЛИ OTHER INFORMATION.

    В предложениях с "или" нам не нужно "ли"!
    We don´t need ли in или-sentences!

    Тепло ли тебе, девица? Тепло ли тебе с красного?

    А эта цитата, кажется, к 3.2.:
    "Есть ли жизнь на Марсе, нет ли жизни на Марсе - это науке неизвестно"
    "Невозможно передать смысл иностранной фразы, не разрушив при этом её первоначальную структуру."
