    Д.п. или Т.п.?

    I study an article about customs when celebrating New Year in different countries. There is said that in Italy is usual to throw broken pots and chairs through the windows in these days however the police (provided with helmets, I suppose) tries to avoid it.
    " и даже сломанные стулья по-прежнему детят на головы проходим."
    My problem is with the last word that can be in Д.п. м.ч. или Т.п. е.ч. But in any case Р.п. м.ч. should be expected. "Fly to the heads of passers-by". What cant it be? Thanks.

    "прохожим" - Д.п., м.ч.

    Кирпич упал мне на голову. (Д.п.) - A brick has fallen down to my head. "A brick has fallen down to me onto the head."

    But in your example Р.п. м.ч. is also acceptable: "...летят на головы прохожих" is OK.
    "Россия для русских" - это неправильно. Остальные-то чем лучше?
