Hey, with this type of sentance, should the verb говорить
be in the singular or plural form?

Как русские относятся к тем, кто нехорошо говорит по-русски?

or

Как русские относятся к тем, кто нехорошо говорят по-русски?

As in most languages, including English, Who is a singular noun.

Кто знает - knows

I think your sentences are incorrect, since Kto is singular and Tem is plural.

I believe it should be

Как русские относятся к тем, которые нехорошо говорят по-русски?

I'm pretty sure I've seen this construction before. I thought kotoriy used for inanimate objects?

I am pretty sure the first sentence is correct, but it is one of those cases where some of the native speakers are likely to make a mistake...

You are wrong. We generally use "те, кто", "к тем, кто" etc. when speaking about people, "те, которые", "к тем, которые" etc. - with inanimate objects and animals.
"Я обращаюсь к тем, кто способен меня понять."
"Где те бумаги, которые я просил тебя принести?"
"Те птицы, которые улетают на зиму в теплые страны, называются перелетными".
It is also possible to use "который" with people:
"Мне не нравятся те люди, которые к нам вчера подходили."
I don't think that there is a simple rule whether to use "кто" or "который" when speaking about people.
"Кто" is not necessary a singular pronoun, a simple example:
"Кто они?" - "Who are they?"

I would say:
Как русские относятся к тем, кто плохо говорит по-русски?
or
Как русские относятся к тем, кто не говорит хорошо по-русски?

нехорошо is mostly used as an euphemism for "плохо" so it sounds unnatural here.
