чем отличается выражение «передай ему» от выражения «скажи ему»?

Есть какая-то разница? Интересно бы узнать...

Это, может быть, такое, как разница между "tell him" vs. "relate the fact to him"?

That's true to a certain extent. You could also say:

Передай Васе, что на улице дождь. (Thus conveying a simple fact.)

I would translate as follows:

скажи ему = tell him
передай ему = let him know

Maybe it is possible to translate somehow literally: передавать = to transfer, to transmit, (to pass).

Передавать можно не только сообщения.

I was under impression the context was "передай ему" in a sense of "tell him". Otherwise, the translation would be "pass it on to someone".
