What's the EXACT difference?

свыше sounds like MORE THAN MORE to me...right??

Свыше is not such a word that you would use very often. It's the only example I could think of..

You can, actually, say "свыше", meaning "over":
Over 30% = Свыше 30 %.

So, basically, "свыше" has 3 meaning: "from above", "over" and "divine".
