yes, but I can't think of what it would be called. It would be extremely unusual to get a ticket for that, unless you were actually in the intersection. The second picture is pretty blatant but that kind of street configuration is not common, to say the least.

No, the second picture shows two cars properly stopped in position, one with a stop line and one without. I think our state laws say you have to stop behind the sign or light if there is no actual line on the pavement. I have never heard of anyone getting ticketed for stopping over the line.

Indeed, the only case in which people really care about the stop-line is when passing the driving exam (in this case you get penalty for this). As for the picture, I think the illustrator tried to show two possible cases of stopping on the intersection in one picture, thus it looks a little bit unnatural.
