Бывать loosly means "to happen". бывает - It happens
Your examples,
literally: did he sometimes happen to have a cold? -> Did he use to have a cold?
did "the coughs" happen to dad often? -? Did dad often cough?
бывать is the imperfective, of быть i believe.
