I.e. she wears clothes handed down from others, or just her clothes are very old.

Амуниция — gear, uniform (NOT ammunition)
Второго сроку/а — (obsolete, military) used for longer than the item is supposed to be used. For example, if a set of uniforms is issued to a soldier for two years (and is supposed to be replaced after that), but the soldier is still using it after that time, his uniform can be said to be "второго срока".
So, the soldier is basically saying "Your uniform is too old", referring to the girl's clothes. The author makes him misapply a military term to civilian clothes for a comical effect and to show that he's forgotten how normal civilian people actually speak :).
