They always say that if you speak Russian the same way as in English (intonation blah blah blah) that you will sound retarded to Russians.

It will sound unnaturally, that's a fact. But why retarded? And, I should say, native Russians easily excuse foreigners' wrong intonation. Certainly, it's better to adjust your intonation, but it's not a big problem if you don't.
basurero I'd like to know what particularly did you mean under English blah-blah-blah? Too...fast? Or too...what? I mean I saw it before but what is it?
I lisstened very attantivelly to the many English speeches - from BBC news, from Parliament, from BBC sciece and history programs, and at last from tens of English movies - and should say I enjoyed their maners.
It would be NICE if more Russians spoke like that!
And to not go off the subject I should add that lots of popular Russian TV-men like Vladimir Pozner, Leonid Parfenov, Artem Vargaftik and many other speak very English-like - often making the strong stresses and evident intensifications and their speeches are usually ful of expression. But THIS is what makes their reports so valuable and catching. And more than that I think they speak so BECAUSE they know English perfectly!
So what Blah-blah-blah is?
EDITS - It would be NICE if more Russians spoke like that!
Maybe I should substitude "blah blah blah" with "etcetera" and "retarded" with "unnatural."

They use a kind of "proper" English, that is, without any regional accent or any form of colloquiallisms, so that everybody can understand them.
They're setting an example, so to speak.
But very few people speak like that in everyday life........
But you're right, it would be nice if people took care to use nice language....
