Use of ЯВЛЯТЬСЯ

Does anyone have an opinion as to which of these Russian translations best renders the English "The valve that controls the flow of water is a ball valve."?

1. Клапан управляющий потоком воды является шаровым клапаном.

или

2. Шаровым клапаном является клапан управляющий потоком воды.

As you can see, I'm not 100% sure on the use of "являться". Hopefully someone can provide a brief explanation of proper word order, which nouns & adjectives to put in instrumental case and which to leave in nominative in these situations, etc. тэнкс!

I would say this without является at all:

Шаровой клапан - это клапан, управляющий потоком воды.

Both your variants are grammatically ok but if there is a way to omit является, it's better just to do that. Sentences with является sound a bit awkward.

1. Клапан является клапаном
2. клапаном является клапан
3. клапан - это клапан

Why are you making your life so complicated? Be simplier!

Шаровой клапан управляет потоком воды.
Шаровой клапан регулирует поток воды.
Потоком воды управляют при помощи шарового клапана.
And so on...

This translation is wrong; it defines a ball valve as a valve that controls water flow, which is not what was meant in the original.
