можно выразить и таким образом:
2) С 19 по 24 (...ое) августа

Читая учебник, нашёл след. форму:
3) С 1994 по 1999 год...

is it the fact that they "count" the Xth yr in russian...like "I was born in the 1988th year" / ...1988-ом году [one by one translation]
while... I was born in february / в феврале

Considering the fact that years are kinda "collected" as shown above, the 3rd method in the book is true? That would be the only logical explanation for not using the genitive in 3)

Confirmation/Correction of my theory appreciated

до and по requires different cases -
c 94 (gen:-ого) до 99 (gen:-ого) ; с 94(gen:-ого) по 99 (nom: -й )

I think it is accusative in the latter case, not nominative (since to my knowledge no prepostion can have nominative associated to it). But it doesn't matter because neutral nominative and neutral accusative are always the same for adjectives.

Both forms are correct, but the sense is a bit different. Maybe it can depend on the context, but the second variant (с 94-го по 99-й) seems much better to me.

Examples:

1) Он пришел на завод в 1994 году и работал там до 1999 года.
2) Он работал на этом заводе с 1994 по 1999 год.

The sentence "Он пришел на завод в 1994 году и работал там по 1999 год" sounds bad.
"Он работал на этом заводе с 1994 до 1999 года" doesn't sound very good either (at least for me).

I always thought that with numbers/dates there's a difference between до and по.
До means till but not including the number/date like у меня отпуск до 20 января so January 20 is my first work day.
And по means till and including the number/date like у меня отпуск по 20 января so January 20 is still my vacation day.
Remember the sign on movie posters "Кроме детей до 16 лет" which means if you turned 16 you already can watch it.
