There is no phrase with exact meaning but closest I could think of are:

The direct translation of Не все ли равно? is something like "Isn’t everything equals?" or "Aren’t all things equals?"
But as usual the proper translation of "who cares" depends on the context. Не все ли равно sounds more or less neutral to me as well as Меня это не интересует or Мне все равно, while all the others seem to be стилистически окрашенными (I don’t know how to say that in English – stylistically coloured?). Мне плевать and Мне пофиг sound impolite whatever but we can hear them on every street corner here.
"Кому интересно?" кому дело? кому важно?

"All even to me" literal translation. It means something like "don't-carish", apathetic, indifferent, impassive...
Russian:

If I'm not mistaken, трын is a corrupted form of тын, an old word for "a fence" (for which забор is now the usual term).
So тын-трава was "grass that grows by the fence" -- in other words, useless weeds -- and трын-трава was a nonsensical variant.
(But later the meaningless трын-трава was explained as being a "magical fairytale plant." Cf. "schnozzberries" in Willy Wonka's chocolate factory, or Dr. Seuss's "truffula trees".)
The most polite form of this is probably "I don't give a darn." (or "I don't give a hoot" -- but either one is "safe for children").
The rudest form in common use is "I don't give a f*ck"
And the most elaborate variant is undoubtedly "I don't give a flying f*ck at a rolling doughnut"! (Of course, it's used less often because it takes so long to say.)
Valda, "who cares?" literally means "кого заботит?" or "кого это заботит?" (acceptable version). But we use "кого это волнует?", it's common and means the same. That's maximum close to the original.

Hmmm... I believe that avoiding obscenities at linguistic forum in such situation is like to avoid nudity at gynecologist room because of the decency.
You see in modern Russian unlike modern English the verb "ебать" (to fuck) has specifically different sense in active and passive voice. It means that normally a man fucks while a women is fucked (unless she uses strap-on or something like that).
So one of the usual "I don't give a fuck" equivalents is "Меня это не ебёт" - literally means "it does not have a sexual contact with me in passive position" i.e. "it does not disturb me violently", "it does not rape me". Correspondingly there are "меня не ебёт", "не ебёт", and rhetoric "кого это ебёт?"= "кого ебёт?"
For you in such kind of phrases (you can replace "ебёт" with "волнует" and "беспокоит" and get perfectly decent variant) I recommend not to omit "это", because it makes a phrase more clear and less dependent on intonation.
"Кто внушаемый?" who cares = who's impressed/inspired by it.
