    Inhabitants

    В Нижнем Новгороде живут(проживают) 1,8 миллиона жителя.

    1,8 = один целых восемь десятых...



    another example, would be:
    В СПб живут 4,5 (четыре с половиной) миллионов жителей

    but is it allowed to built such a sentence???

    I'm not sure it is correct. I'd say "одна целая, восемь десятых миллиона"

    В СПб живут 4,5 (четыре с половиной) миллионов жителей

    It will be correct if you change "миллионов" to "миллиона" (and, of course, живут => живет). But it is better to say here "проживает" instead of "живет". So, I'd say:
    В СПб проживает 4,5 (четыре с половиной) миллиона жителей
    My English isn't so good, зато с русским все в порядке ))

    in my book it says that the figures 1 and 2 have to be equal to the gender....

    if the noun is masculine, so it will be целый....etc

    and in case of figures like 0,5 / 0,25 ... it is recommended to use the genitive plural...

    два с половиной процентов

    the problem is that I'm not sure whether to use them if I want to say the same about the number of inhabitants....like 4,5 millions or 1,8

    Hm... I don't know... But I am totally sure that the last phrase is incorrect. It must be "два с половиной процента", believe me

    As for целый/целая, I have never heard or read "один целый", but always "одна целая". The same with 2, "две целых" instead of "два целых".
