I'd like to know how sentences defining the Russian law law are built (grammatically)

Didn't you see that simpsons where they go inside the UN and there is a sign where Russia should be but instead it says SOVIET UNION and they are like hey, I thought the soviet union was just Russia now and the guy is like. HAHAHA! Zats vat yu tink!! Xa xa xa.

In germany the consitution or whatever is also written on big glass slabs outside of the reichstag for all to see. So may not be the case in Russia.
I myself am not in favor of vandalizing red square with with big slabs of "Rights" and "Privalages" anyways.
